Why a new enclosure always needs a permit
A screen enclosure looks light, but structurally it is a large sail bolted to a house in a hurricane state. That is exactly why Florida treats it as permitted construction rather than handyman work. A new enclosure has to be engineered to meet Florida Building Code wind-load requirements, and the building department wants to see that engineering before anything gets anchored to your slab.
The permit is the mechanism that forces three things to happen: someone qualified designs the structure for the wind loads at that address, a licensed contractor takes responsibility for building it that way, and an inspector confirms it was actually built to the approved drawings. Skip the permit and none of those three checks happen.
This is also why permitting is not a formality that varies with how big the job feels. A modest screen room over a back patio is engineered and permitted for the same reason a large pool cage is — both have to stay attached in a storm.
When a permit is not required
Straight maintenance generally falls outside permitting. If the aluminum frame is sound and you are only replacing the screen material itself, most Florida jurisdictions treat that as maintenance rather than construction: no permit, and no specialty contractor license either.
The moment the job stops being about the mesh and starts being about the frame, that changes. Replacing bent or corroded framing members, enlarging the enclosure, re-anchoring it, or altering its geometry are all structural work — permitted, and restricted to a licensed contractor.

Who is allowed to pull the permit
Two parties can pull a screen enclosure permit in Florida:
- A licensed Structural Aluminum or Screen Enclosure Specialty Contractor, pulling it in their own name for a customer's job.
- A homeowner, on their own primary residence, under Florida's owner-builder exemption.
That second option comes with real strings attached. Pulling an owner-builder permit means you personally take on the responsibilities that normally sit with the contractor, including liability if the structure fails. It generally cannot be used on a property you intend to sell or rent immediately, and the work still has to be engineered, inspected, and code-compliant. Critically, the exemption covers your own home only — it never allows you to build enclosures for other people for money.
If a contractor asks you to pull the permit as the homeowner for a job they are doing, treat that as a warning sign. It usually means they are not licensed to pull it themselves, and it shifts the liability onto you.
What the wind-load requirement actually means
Florida sets wind-design requirements by location, and coastal and hurricane-exposed areas carry the strictest ones. The High Velocity Hurricane Zone — South Florida's most demanding wind region — adds a further layer, where products and assemblies typically have to carry documented approvals rather than just a generic specification.
In practice this means a permitted enclosure is not assembled from whatever extrusion is on the truck. The design specifies member sizes, spans, fastener types and spacing, and the anchoring detail into the slab or the host structure, and the inspection verifies those details were followed. What happens if you skip the permit
Unpermitted enclosure work creates problems that outlast the job:
- Stop-work orders and fines from the building department, often with a penalty for permitting after the fact.
- Unlicensed contracting citations if the work also required a license — and those escalate sharply when done after a declared state of emergency, which is exactly when storm-damaged enclosures get rebuilt.
- Problems at resale. Unpermitted structures surface during inspections and title work, and buyers routinely demand they be permitted retroactively or removed.
- Insurance exposure. If an unpermitted enclosure fails in a storm and damages the house or a neighbor's property, the absence of a permit and engineering is not a good position to be in.
- No lien rights. A contractor doing work that required a license they did not hold has no solid legal footing to enforce the contract or lien the property.
